Can PIO/ OCI Card Holder open Savings Account and Desposit Accounts like a regular citizen of India? Also, are they eligible to get domestic interest rates?

no; but under NRI quota.

You can not have ordinary savings accounts.

However, you can certainly open NRE and NRO accounts.

The interest rates in NRO accounts are the same as the ordinary accounts.
