H4 to F1 - OPT eligible?

Hi,

I applied for H4-to-F1 transfer in SEP-2011...waiting for their reply.
I'm planning to graduate in MAY-2012 - does it make me eligible for OPT? I heard that student has to be full-time registered for a "academic year" to apply for OPT.
The internation students' ofice at my college says, I "may" apply for OPT.

please advice....
