Previous employer question

Hi,

I have a question regarding the 'Previous Employer' section in DS-160 form.

I was on L2 visa before my consultancy company sponsored my H1 and it got approved.

Before moving to this consultancy firm, i was with another consultancy . This consultancy had not sponsored my visa and was only running my pay stubs. I had not signed any contract with them as well.

Should i mention this company as my previous employer or i should just skip it?

Sure, mention all information truthfully.
There is no such thing as 'running paystubs'. You were their employee.
In consulting scenario, you are officially employed by the consulting company and work for their client at client's site.
