Default Change in status L1 to L2

My Wife was in US on L1 now she has left her company and filed I-539 to changed L1 status to L2. She got approval for it. We are planning for India visit.
Is her L2 valid for re-entering to US? I think the document says it is not valid. I am confuse. Pls help.

She has to staple the L2 I-94 to her L1 I-94 (make copies before that). Submit both I-94's to the airline when she leaves. Keep the remaining part of L2 approval notice safely in a file.
While abroad she will have to apply for L2 Visa at a US consulate/embassy using your L1 approval notice. On returning she will get a new I-94 showing L2 status.
This is my opinion and not legal advice.
