what is EB3 to EB2 process ?

Hello Seniors,
Can one change from EB3 to EB2 ? is it possible under same company or if i change company then do we need to start from begin ? Please guide me in detail or share any link. I am very thankful to you.

Irrespective of whether you change the company or stay with the same employer, in order to port from EB3 to EB2, you have to start from the scratch again. New PERM need to be filed and based on that a new I-140 will be filed later. The only advantage is that you can port the priority date from your previous PERM provided you have a copy of your previous I-140 approval notice.
