Passport Renew: Moustache considered 'change of appearance'

Hello,
I need to renew my passport (expiring in 6 months from now) by Chicago Consulate, USA. I plan to send my application by mail.
I have below questions about which I am not sure.

1) I used to have moustache and my earlier passport photo is with moustache. Now I have cut moustache, will it be considered 'change of appearance'?
2) In case of change of appearance, do I need to submit my application in person or I can still mail my application?

Please let me know answers for above queries, your help is highly appreciated.
