Resubmitting I 485

I am student in US under F1 visa. My visa is valid up 2013 I won a Diversity Immigrant Visa for the fiscal year 2012. I processed my documents, completed Biometrics and finally received Employment Authorization Card.

Last week I received a call to appear at USCI center and after brief interview my Green Card application was denied for this reason: submitting my application before the Priority Date.....I submitted on October 2011 and my Priority Date is February 2012. I was told by USCI officials to resubmit I 485 this month and it will be re processed

My concerns:

1. Can I submit without receiving the official denial letter ( I don't know when they will notify me officialy)

2. Do I have to pay for Biometric fee again?, I paid this fee on November 2011

3. Are any other forms required apart of I 485.
