My family based AOS was denied recently and USCIS told me that I don't have any valid status in US but I am not going through deportation due to fault in their system.
Now my wife has valid H1 status so how can I apply for change of status to H4 within US?
Do I have to travel to India to get my H4 visa status?

Get the H4 visa stamped and return back in H4 visa which will put you into H4 status.
