Dad Stranded in India with GC !

Question: Kindly, can someone knowledgable suggest the procedure and forms that could re-instate his Green Cards.

Background about my parents Green Card (GC):

- Received GC in 2001, they have been shuttling back and forth to India.
- While visiting India Jan 2010 my mom had a emergency was been hospitalized mutliple times (14 times)
and eventually passed away because of health realated issue in July 2011.
- Did not file for extension because they were planning on coming back in couple months.
- I've no sibilings in India would like my father to join me here in USA as he is older now.

Pl, only serious suggestions that could help us !

P.S: Not interested in bringing dad on vistors visa.

Apply for his green card again as he has already lost his previous one.
