    I have pleaded gulity for driving without a license in the state of massachusetts. I am filing my DS-160 form and for the question

    Have you ever been arrested or convicted for any
    offense or crime, even though subject of a
    pardon, amnesty, or other similar action?

    Do i have to answer yes or no for the above question??

    I was only issued a ticket and was not arrested for this offense. do i still have to say yes?

    If it was just a ticket, then you can answer NO.
