If you doesn't meet the requirement you need a joint sponsor. You must fill the form I-864 for joint sponsorship and fill all the information who is going to support you.
You need his Tax return document and his citizenship status (if he is a naturalized citizen then you need his naturalization certificate) otherwise birth certificate or Passport copy.
On the RFE I received it stated on there that I could send a bank statement show three times the difference of my household income and the poverty line. I'm unsure about what to do because my income missed the poverty line by $114 but the year before was over the poverty line but the year before that one was under. Do I show for both years or just the most recent one?
Currently they are considering the current income only (Before they use to see the 3 year tax returns)
Doesn't matter you can send both year, but better you should get a joint sponser. (There is a chance of deny if you not meet the income guideline)
Fill the joint sponsor form and send along with the RFE. This one is a safe side as you already got the RFE.

If you can show you have more than that in a savings account, then that can qualify you. I would send several bank statements so they don;t think you just put the money in the bank today to fool them. You need to show you've had savings money for a long time.
If you make more income now than your last tax return says, then prove it with a letter from your employer saying how much you earn in a year. Sending one tax return is all that is required, but if the one before shows more money, that would look favorable to you.
Nichole is right. You should show bank statements of your saving account (I think upto 4 to 6 months) or you can get a letter from your employer + pay stubs to prove you are over the poverty line.
