DS-230 Part 1 q 31a

I filing for a green card for my mom . She has 2 kids under the age of 21. I thought and it was confimed by NVC that they will not be able to come with her and that she will have to petition for them separately. However, the CSR refused to tell me if she should still include them in section 31a of the DS-230 form ( name of children travelling with you).This is so confusing. Do I still put there names or do I put it in the section that ask for children travelling to the US later. Is there absolutely no way they can come with her?

In line 31(a and b) of ds-230 part 1, fill in " NONE ".

Your brother/sisters who are under 21, will NOT get visa under this petition. This petition is for Immediate Relatives ONLY (MOTHER/FATHER/SPOUSE ). You can file separate petitions for all of your brothers and sisters. Your mother can file petition for her unmarried children once she gets her green card (wait time in this category is much less if child is under 21).

THERE IS ABSOLUTELY NO WAY THAT THEY CAN COME WITH YOUR MOM
