If I have a approval confirmation (I797) from USCIS, but i have not stamped my H1 VISA yet, can my wife do her H4 stamping with my I797 approved confirmation ? or Do I need to have my H1B stamped for her to get H4 stamped?

Yes, she can go for stamping, your h1 stamp is not needed.
