NOC for state govt employees in India

My father is a state govt employee in India and wants to apply for a new passport. He is currently on a long leave for medical reasons.

In such a case, is it possible for us to apply for his passport without an NOC or IC?
Is that mandatory or it can be obtained with the help of other supporting documents as well?
