H1B transfer

Hello

I joined my current employer in Feb 2012 and My H1B transfer was filed in premium just before joining. I am currently waiting for the decision from USCIS.(I received RFE ).
If I get approval, I plan to change my employer in the month of August.

1. Is it required for me to spend some considerable amount of time period with my current employer before I file another transfer ? Is it advised to NOT to have frequent h1B transfers ?

There is no such requirement. As long as you are working and getting paid regularly as per the approved LCA and maintaining your H1B status, you can file the H1B transfer anytime.
