re-apply for B2/Visitor visa within 12 months

My parents b2 visa got rejected in Dec 2011. Now, we are thinking of reapplying. The most likely reason for the 1st rejection was the mention of my wife's preganancy
and that being the primary reason for their visit.

Here is the question, does it help to wait a year to re-apply, or does it not matter? The application form has a specific question asking if you have applied for a US visa
in the past 12 months.

They have to answer all the questions truthfully.
