My wife was in US for three years earlier. She did her MS and worked on OPT for 3 months. She came back to India and cancelled her OPT 2 years ago. Now, she is back on H4. What will be the eligibility criterea for her to apply for H1B. Does she need to wait for 6 months after landing here...?

She can apply any time as long as the H1B CAP remains open.

I heard that person on H4 visa should stay in USA for atleast 6 months before applying for H1. Does that stand applicable in this case...?

Well, I don't know from where you heard that. There is no such requirement. If you are in doubt, consult an immigration attorney.
