Green card holder for 19 years, over 65, what medical insurance options do I have?

My mother's green card lapsed 18 years ago. I re-applied for her a couple of years ago and she got her green card renewed last year. The date of issue on the green card is from 19 years ago.
Since she got her greencard in October of 2011, she had to leave to go to India for a few months. And now lives with me in California.

Medical recently denied her application saying she is not a resident.. what other options do I have for health insurance coverage for my mother?
