Default Processing times and more than 90 days application

I heard that there is a huge difference in the processing times between the immigration offices. Any firm information or experiences with New York and Vermont SC? Also has anyone applied earlier than the 90 days and not being rejected?

Nobody who applies more than 90 days before becoming eligible is going to be approved. Period.
The processing times are all over the Net.

In case you apply 90 days before ur eligibility date, does the count start from the date we apply or the eligibility date??
