Default When can I apply for citizenship?

I got my green card in August 10, 1999. I always kept my continuous residence status here.
Now, my question is: when can I apply for citizenship, i.e. I can send my application.
I read the help file, Comprehensive Guide to Naturalization, in the site, www.immihelp.com. It said I can apply up to 3 months before I meet my 'continuous requirement'. In my case, I can mail my application on May 10, 2004.

But, I heard from other places that it is 6 months before I meet my 'continuous requirement'. If that way, it is February 10, 2004.

I am a little confused here. Does anybody know for sure?

Oujia,

After getting your GC and fulfilling the residency conditions, you can apply anytime after 4 yrs. & 9 months of getting the GC. You also have to be living for atleast 6 months at the same address when making the citizenship application.

Not quite right.
While the Immigration Law says that you can apply up to 3 months before being eligible, the regulations at 8 CFR say that you can apply up to 90 days before becoming eligible. Small difference, but if you want to cut it close, you should use the 90-day rule.
Furthermore, you have to live for 3 months in the state or district (not necessarily at the same place) where you are applying.
This is explained in the "Guide to Naturalization", available on the USCIS website.

Default Experiences with more than 90 days citizenship applications

What will happen if the application is sent 5 months before the 5 year anniversary or 150 days? Will it get returned or will it go through? any experiences?

It absolutely will be denied. Period.
They aren't stupid...
Usually, the denial happens during the interview. That means that you would have lost at least a year...
The rules are very clear...
