Default Can we do Finger Printing in India for US citizenship?

My friend applied for US citizenship, after being on GC for 5 years.
But, as soon as he applied, he left for India for medical reasons.

His finger printing notice came very soon - within a month.

I have 2 questions:

1. Can the finger printing be done at any US consulates in India?

2. If we apply for postponement, can we specify a month (say August) to reschedule it? If not, typically when will they reschedule it to (1 month/ 2 months/ 3 months). He can come back only by July/August.

2. No. You can't specify when you want it. They will reschedule whenever they want to.
