The photographs must:

• Show full front view of the person’s head and shoulders showing the full face, centered in the middle of the photograph.
• Photographs should measure 3.5cm x 3.5cm (2" x 2" for San Francisco) without a border
• Have a light colored background (not white).
• Background color and the dress color should not be the same. They should be different colors.
• If the applicant is wearing glasses, please make sure that there is no glare on the glasses, or take the picture without glasses.
• Photograph should be bright. Please note the color of skin and brightness of the photo is different.
• Photograph should not be stapled and should not have any signature on the photo.
• Face area should not be big or small as compared to the photo.
• Top of the head should not be too close to the upper border.
• Face should neither be too bright nor too dark.
• Facial features should be clearly visible.
• Don't wear a white/light colored shirt as it blends with the light background.
• Light reflection from hair should not be visible.
• All photographs should be similar and with front view. Do not send assorted photographs.

Many applications are pending because of the poor photographs. Home printed digital photographs, photographs with dark backgrounds, undersized/oversized photographs, or photographs showing side view are not acceptable. Applications containing such photographs will be sent back at the applicant's cost.
