Vo said approved but stuck in admin processing on CEAC

Notes:
I and my family were interviewed on Apr-26-2018 in New Delhi consulate for H1B and H4 Stamping. Visa officer said, "Visa is Approved", and we’ll get the passports in two weeks. But, I did not receive my passports till now. CEAC.state.gov is showing “Admin Processing” and last updated status on the site is still Apr-26-2018. I am really confused and do not understand the reason for “admin processing”. Vo asked few questions, 1. He asked for I797 2. Is your company big? 3. What you do for your company? 4. When did you land in India? 5. When is your return flight? After that he was typing on his computer for 2-3 mins and said your visa is approved and you'll get your passports in 2 weeks time frame. He put a post it on my passports and wrote "Visa Approved", I've no idea whats going on.
