Hi. Has anyone recently received an OCI card for a newborn without submitting an apostilled copy of birth certificate through the NYC CGI? thanks

Now it's Mandatory for US-born , Please Do it before submitting the application, i apply for my 6 & 2 Year kids at Houston, Same day at Ckgs center one couple got rejected because the birth certificate is not apostilled,

CKGS will not process the application packet to consulate without apostilled copy of birth certificate, they will put your application on hold. Applicant born in US needs to get the birth certificate apostilled.

I first submitted my son's OCI application with the photo Copy of the original birth certificate at SFO on 25th OCT 2019. I have to say, the instruction for this part in the OCI check list is very much miss leading. They put my application on hold saying that birth certificate needs to be apostilled. I got it done yesterday, which cost me around 55$ for an expedited process at our county office plus over night shipping :-) around 80$ in total. All what they did was to endorse the signature on the original birth certificate and staple both apostille and the original and put a seal on the stapled area. I don't really understand why we have to go through this pain when we are submitting an original US passport which is issued by US department of states based on the same "birth certificate".
The funniest fact is two of my colleagues applied two months before from my own office and their application was accepted with a PHOTO COPY . One of them got his OCI on the same day where mine was on hold. But he was caught on a different issue "photo" background color of his two month old infant's photo, which they said is not the same white color they need. OMG !!! He took it from COSTCO. His application was rejected on the same ground two times, after throwing a fit on CKG and their managers, they finally accepted the very first first photo they rejected. So his apostillation slipped through the crack...and they did't bug him on that.
I am just wondering the people at CKG wanted to find some thing wrong on each application and find a reason to put it on hold and get their convenience fee :-).
I am waiting for the outcome! will keep you updated.
