I-485 RFE from old FO while the 10-day window for changing address was still valid
Hi All, I am an EB2 NIW-approved ROW AOS applicant!

I moved to a different state recently. On the tenth day after arrival to the new state, I changed the address using the online AR-11 Form only. I also changed my address with USPS. An RFE was issued from the old field office on the eighth day while I was settling down in the new state. I was not aware of the RFE (no USCIS system updates) and the letter was forwarded to my new address on the day I changed the address with USCIS and USPS, which got received only two days ago (21 days after issuance).

The RFE was requesting me to submit (actually resubmit) birth certificates and medicals (although I originally submitted all of that when filed I-485, and was ready to be scheduled and then interview got cancelled due to the pandemic). The thing is, the letter requests that I send the response to their field office, which is from old address. The USCIS online case status never showed there is an RFE, and the history only shows that my request to change address was completed a few days ago, and that they mailed me a response letter.

My question is: where to file the RFE response (to the old or to the new field office)? Medicals will be redone, but in the new location, is the old field office going to accept that?

Also, they are asking for the J-1 2-year home residency requirement waiver. However, I am not subject to this rule (I provided the evidence with my original application). I have nothing else to submit to prove that I am not subject to the 2 year home residency rule. I am afraid of any miscommunication that will lead to denial. Please advise me.

Thanks.
