I-693 & 60 days rule
"Applicants to submit a Form I-693 that is signed by a civil surgeon no more than 60 days before filing the underlying application for an immigration benefit."

How do USICS count the 60 days? For example, does it start from a civil surgeon signature to a package being delivered?

Example timeline:

Mar 1st civil surgeon signture
April 20th AOS package delivered with I-693
May 5th notice of receipt

If USICS count it to NOR, then I-693 is invalid.
