L1A Blanket Experience and question
I had my L1A Blanket interview at Toronto consulate today. For some reason the US Consulate systems are down worldwide and because of that the VOs have been unable to approve the visas instantaneously. I do have a question from experience people on this forum. My interview went well but was told that the systems are down and hence the VO cannot approve my visa but they kept my passport. I hope it will be approved. The VO and Consulate officials just took two copies of I-129S and when I asked them if they need the third one as well they said no. Can someone please confirm if all 3 copies are to be stamped?

My experience: I reached consulate at 8.40 for a 9 am interview. After submitting the checks, I was given a token to wait for VO to call me.

Interview went like this:

VO: How long have you lived in Canada? Whats your status in Canada?
Me: 11 months, work permit.

VO: My profile in US?
Me: The normal stuff. Resource management, program management etc.

VO: Number of reports:
Me: 22 (VO dint ask direct and indirect)

VO: Asked description of my projects.
Me: Described the 3 projects I will be handling and the roles my reports will have.

VO: Did I stay in US before? How long?
Me: I said, 6 years, VO asked me if I maxed out my H1B and I said yes.

VO: What will be my US salary?
Me: YYYY K /year.

VO: How long will you stay in the US?
Me: 3 years.

VO: May I see you 2013 T-4? (Like the W-2 of US)
Me: Then I had to explain her that I spent only 4 months in Canada in 2013 and hence the salary is not representative of my yearly salary. She was ok with the explanation.

She then said unfortunately the system is down worldwide and she cannot approve the visa right now. They will send an email in 2 days confirming the approval. I thought may be she wants me to come back but she kept the passport and I-129s and told me to lookout for the email. I am hopeful that my visa will be approved and I will be able to pick it up next week.
