Unusually (4+ month) delayed finger print (NIW concurrent filing)

Me and my wife filed concurrent NIW (140, 485, 131, 765) and I'm a primary petitioner (I'm F-1 holder, my wife is F-2 holder). RD is Aug 31 2018, Texas Center (SRC1890663xxx). Problem is, I never received any fingerprint notice so far. Strangely, my wife get a biometrics notice late November 2018, and she finsihed her finger print earl December 2018.

Me and my laywer send the service request twice regarding this fingerprint issue. USCIS answer for first request was typical one (we will make an appointment for you when time and date is OK from your local ASC). But the second one, which I get Dec 14, mentioned different answer:

“Below is a summary of what we found and how the issue has been or may be resolved. A request has been made to process your application with available biometrics. If we are unable to process your application with the available biometrics, a request will be made to schedule a biometrics appointment”

They mentioned that they will use (or they are already used) "available biometrics" but I never submitted any fingerprint in US. The only 10-finger fingerprint for US government I've done is for my F-1 VISA, back in 2011, from US embassy. So, this available biometrics may represents the ones I did for my F-1 VISA from US embassy.

Are there anyone had the same experience? If yes, do they really use the biometrics for VISA instead of taking a new one? Or they requested the new one later? If someone had the same experience, could you share the brief timeline?

Also, how my wife get fingerprint, while I didn't even get the fingerprint notice? Is this because someone comitted a mistake from USCIS? Why it is happeneing?
