    A Nigerian-American in Texas wants to file for her sister who is above 21 and lives in the US as a student. I just saw that the processing time for cases filed in Texas for siblings is about 10 months. Does this include time to get a green card or is it just getting I130 approval only.

    Can she also file concurrently(I130,I485,I765) when filing?

    The sister cannot file concurrently.

    Unfortunately, she cannot adjust status (apply for GC) until a visa number is issued, which is taking approximately 15 years for the F4 category.

      Well, that will be accurate for citizens of India, Mexico, China and Philippines. The timeline for other countries are not clearly stated so I will wonder where you got your data. Do you mind sharing?

        15 years is the regular time, Mexican people have to wait 23 years.

          Then click the month that you want to apply, for F4 in January the I-130 should have a date before 15SEP07 for all countries except the listed on the right.
