I received an RFE for my wife, where they say that since birth certificate does not have child's name, it cannot be accepted. We should either submit a complete birth certificate or letter from authority that this cannot be provided. Text verbatim is
"A birth certificate was submitted that does not include the name of the child. Secondary evidence was submitted, but no proof was provided that a complete or amended birth certificate with name of child is unavailable. Without that proof, we cannot accept secondary evidence to confirm the facts of your birth.
Submit a copy of the original birth certificate for YYYY XX. The birth certificate must be issued but the government agency authorized to issue the document. The birth certificate must show the name of the child. date and place of birth, and parents names.
If the complete birth certificate is not available, you must submit a letter from the government agency authorized to issue the birth certificate stating this. Only with this letter can we accept other evidence in place of the birth certificate."
Now the local municipal corporation cannot issue amended birth certificate after some 30+ years (they refused). What I am trying is to get them to give a letter stating that it is no longer possible to issue an amended birth certificate. Does anyone have any sort of format for this letter?
