Hi, I know the answer to my question, but still, I would like to ask the experts—this question regarding the I-130 F4 case. My current time is Nov-22nd 2007 and as per Feb-2021 Bulletin F4 cases of October-2007. My brother can wait ( I know there is no other choice). Here is the scenario: My mom is a Green Card holder and stays with my brother, and she is 81 years old and very close to my brother and his family. She stays in the country where she has to leave every 6 months for visa purposes. My question is, Are there any humanitarian bases my brother can expedite the I-130?
