    Hi,

    I am wondering if the dates specified as priority dates by the INS (Visa counsellor) are different than National visa center who processes the green cards.

    The reason i'm asking this is because although i see a priority date of July 1st 1989 for F4 visa (family based green card) by INS, when i called National visa center they told me that they are working on priority date of may 1989 right now.

    Any ideas??

    No, every one is working with the same list of priority dates.
    Priority dates are moved by the State Department on the basis of vis anumber demand from the consulates and INS.

    After the date has been moved, everyone prior to the cut off date can apply for visas. The NVC was caught off guard by a 10 month move for India when India joined the rest of the world in the F4 priority date cut off earlier this year. This may have resulted in some processing hiccups at the NVC in trying to get the paperwork to the prospective immigrants
