Can I file 2 petitions (I-130) for my spouse?

As a USC, can I file 2 petitions (I-130) for my spouse? One from within US and the other one (DCF) from the spouses' country of residence which is India while the first one is pending?

well I am in similar ase..my husband has filed for me in us..and we were thinking of refiling from Delhi as the process is much faster and as far as my knowledge goes..one can refile form delhi..but the new rule is that u will have to stay in India for 2 mths constantly to be eligible to apply from here..

Yes, you have to stay in India for 2 months to be able to file from New Delhi.
