If I'm a grad student in Canada, after how long can I apply for permanent residency ?

Hi guys. I've got an admission offer from University of Waterloo for Masters in Computer Science. If I accept this, after how long can I apply for permanent residency ? Also, will I need a job offer for this, or can I file this before getting a job offer after graduation ?
