Canada visit visa for US visitors

Hi,
My parents are visiting the US from India on a B2 visit visa. They also plan to visit family in Canada. Can they apply for the Canadian visit visa from the US, or do they need to get it from India itself?
Any information on this will be very helpful.

It's advised to apply in India, before leaving to USA.

If it's not possible, they may try applying in the USA.
