Can any one tell me which point system shall be considered if someone applied in August 2003 and that time 75 points criteria was implemented or will it be considered in 67 points criteria

You should seek reassurance from the relevant authorities by asking the Canadian Immigrational authorities directly.....the consultants in this country indicate that applications not finalized as of this date, are all analyzed based on the new pass mark of 67.
