EB3 petition

Hi! My wife is currently on H1B and has been since November 2007. Our green card petition was filed on April 2009 and is still waiting for it to be current. As of today, we still have more than 3 years to go. She was filed under EB3. Since she has been working here in the States for more than five years now, we are wondering if she could be re-filed under EB3 which is current.
Please help.

I mean can she be refiled under EB2 because she has 5 years experience already.
