Priority Date

The Priority date per October Visa Bulletin has gone back to 1 April 2003 for Employment based EB 2 Category, whereas it was moving ahead in previous months from April 2008 Bulletin (from 1 December 2003 to 1 August 2006) to September 2008 Bulletin.

The going back is not understood. Can any senior member put some comments on it for the justification of going back.

DOS is being conservative. My guess is it will move forward again when they get the actual counts of pending EB cases this month with PD prior to the date on the bulletin.

Couple of cases from the backlog centers would have made it through recently. DOS is conservative in the beginning of the quota release (Oct) and when it comes to use all available numbers say Aug/Sep, they open it up to use all available numbers and hence the variation.
