H or L visa for a F2A Recipient

Would it be an impediment to get either an H or L visa if I have a pending I130/F2A category petition?

Appreciate any thoughts or experience.

I don't know what is F2A Visa? and what is the difference of V visa and F2A visa? How are eligibale for those type of the visa?
