    is it necessary for a global manager (team managing non-managerial responsibilities in other regional location) to have direct reporting within US also?

    I believe is in similar fashion to that of L-1A so the answer would be no you don't need direct reporting within the US, but the job offer must say that your location requires for you to be in the US. I've not been able to locate the exact Act that talks about the requisites for EB1C. I will post here again if I find something.

      under it it states the definitions for the EB1C
