misleading statement provided under "greencard" section

I saw this statement under greencard tab:

"it is advantageous for people born in over subscribed countries like India and China to apply in EB2 because processing a greencards in EB2 takes much less time than in EB3 for them. "


Looking at the October visa bulletin, difference in EB2 and EB3 for china and india is 3 years and 4 years; while for other areas it is closer to 6 years; so it would be more advantageous for non-india and non-china applicants to be in EB2 than india and china applicants...

Am I missing something?

The statement is correct. You have misunderstood.

In employment based green card, it is always beneficial to be from a country other than China or India, no matter what category.

For a person from India or China, EB2 takes less time than EB3. That holds true even today.
