Student Visa for Niece with F4 filed for sister

Hi,

I am going to file a GC in F4 category for my sister (India)

Q-1: If I-130 for my sister is approved then can my Niece come to US on Student Visa ?

Q-2: Can my sister apply for B1 visa when I-130 is pending.
