Green card for wife in Indian Defense organization

Hello,

I am applying for EB1C Green card from L1A visa. My wife is an officer in the Indian defense organization, and currently does not have any US visa.

Since, my maximum L1A non-immigrant tenure is expiring soon, I need to move on to GC, which will be immigrant status.
As seen in other threads, this will restrict my wife to get a non-immigrant dependent visa.

1. Can anyone guide on the possibilities / restrictions on applying GC for my wife along with me?
2. What are the rules of Indian Govt as well as USCIS on spouses who are Indian Defense employees?
