Sponsoring Older Son from unemployed Mother

My mother just received her Green Card through my older sisters husband. My mother is unemployed, I've a younger brother who is older than 21 and unmarried. Can she sponsor my brother under F2B? even when doesnt work? or we'll need someone to co-sponsor? for example my brother-in-law or my sister? (my sister has low income job)

The wait for visa numbers in F2B is currently around 6.5 years (longer for people born in Mexico or the Philippines). Only permanent residents and citizens can be joint sponsor.
