Applying for i-130 after being denied B2 visa!

Hi,
We have recently being denied B2 visa for my mother. Can we now apply for i-130? And what are the chances of being approved after previously being denied tourist visa.
Me and my wife are citizens. My mother currently resides in central Asia.

The denial is probably for failure to overcome the presumption of immigrant intent (INA 214(b)), in which case it would not affect the ability to get an immigrant visa.
