Do we need "Non-Availability of Birth Certificate" for parents GC?

Hey guys,

About to start the GC process for my parents and they are born before 1960. They do not have government issued birth certificate that can be used with I-485.

Is it OK with just getting Affidavit from close relatives, or is it necessary to get the non-availability of birth certificate from local government body in India?

I applied for my parents and both of them were born before 1960 in India. I submitted affidavits from close relatives for both of them and did a Notary of the documents. NVC accepted and approved. I applied in 2022 and approved in 2023.

Weird part: I was born after 1970 and am a US citizen (GC->Citizen). They rejected my DOB relative affidavit and had to get NABC from Indian consulate in USA based on my OCI.
