Can I apply for i140 while on i94?

Hi,

I'm currently on valid i94 for my l1b. My company filed GC in EB 2 and my perm got approved. My L1B expired in July 2014 but my i94 is valid until 2016. Can I file for I140 with my valid I94 status? Or should I have a valid visa to apply for I140? Your help is greatly appreciated as I'm running out of time.

I-140 has nothing to do with I-94 or Visa. It can even be filed if you are not in the US.
