I 140 Withdrawn and Retention of PD Date. Pls!! Suggest

Hi,

My I 140 got approved in Sep 2008 but in Jan 2009 company filed for withdrawal. I filed for FOIA request to which USCIS has sent attached response.
Wanted to check if there is a way for me to retain PD date.

Please suggest. Thanks!!
