US citizen petitioner for parents case. I-130 was approved. and NVC case were processed to have immigrant visa interview. My parents went through the interview at US embassy but was informed at the end they are ineligible for an immigrant visa because their country is on the list of countries subject to partial travel ban. VISA application status shows "Refused". The detail white paper denial is below. What should I do to reopen my parents case with NVC and re-apply DS 260 after the entry restriction is lifted ?
"Immigrant Visa - Ineligible under 212(f)
This is to inform you that a consular officer found you ineligible for an immigrant visa under Section 212(f) of the Immigration and Nationality Act, pursuant to Presidential Proclamation "Restricting the Entry of foreign Nationals to Protect the United States from Foreign Terrorists and Other National Security and Public Safety Threats". Today's decision cannot be appealed.
Taking into account the provisions of the Proclamation, a National Interest Exception (NIE) will not be granted in your case."
