My parents went through the interview at US embassy but was informed at the end they are ineligible for an immigrant visa because their country is on the list of countries subject to partial travel ban. VISA application status shows "Refused". The detail white paper denial is below. What should I do to reopen my parents case with NVC and re-apply DS 260 after the entry restriction is lifted ?

"Immigrant Visa - Ineligible under 212(f)

This is to inform you that a consular officer found you ineligible for an immigrant visa under Section 212(f) of the Immigration and Nationality Act, pursuant to Presidential Proclamation "Restricting the Entry of foreign Nationals to Protect the United States from Foreign Terrorists and Other National Security and Public Safety Threats". Today's decision cannot be appealed.

Taking into account the provisions of the Proclamation, a National Interest Exception (NIE) will not be granted in your case."

    Sincerely

This refusal is due to the presidential travel ban under INA 212(f), not an issue with your I-130 or DS-260. The decision cannot be appealed, and the case cannot be reopened while the ban is in effect.

Once the restriction is lifted, you should contact the embassy or submit an inquiry to NVC for guidance. In most cases, the I-130 remains valid and they will advise whether the DS-260 needs to be resubmitted or if the case can be reactivated.
